Cllr Des Guckian asked that engineers contact TII and request them to "immediately" provide a right-turn lane on the N4 road, at Moher townland, just south of Annaduff GAA grounds.
He was speaking at the Carrick-on-Shannon municipal district meeting.
Cllr Guckian said the lane should be provided opposite the entrances to the next two lanes on the right after the pitch entrance - Rowley Lane and Carney Lane.
He said there is "a big issue of road safety here which cannot be ignored by us councillors, by Leitrim engineers and by the TII."
He stated that in December there was an accident at Drumgildra where a motorist crashed into a car turning right into a driveway.
Cllr Guckian said he was proposing the "creation of a safety island where a motorist turning right can pull in, safely, and wait until all is clear and not be terrified by the possibility that some daft driver will plough into their rear at speed."
A report by the Roads office said that both the lanes referred to are private lanes and the TII will not construct turning lanes on a national primary for private lanes.
Cllr Guckian said that if the "answer given is the TII’s last word, then they are not fit for purpose."
Cllr Sean McGowan supported the motion and said "it's a very busy road and when people see a wide road, they start speeding and certainly the TII should be contacted again and asked to change their mind on this."
Cathaoirleach Cllr Enda Stenson said he didn't want the TII "to come back and say that this road is not fit for purpose and go back to their original thought of going straight in through the other side of Annaduff and making a two by two road down the whole way to Carrick-on-Shannon."
