Serious fire-safety failings have been identified at Ballinamore Nursing Unit following a HIQA inspection on 25 July 2025, with the centre found not compliant in Regulation 28: Fire Precautions and Regulation 23: Governance and Management. The inspection report, published this week, highlights a number of areas requiring urgent attention, prompting the HSE to announce a series of corrective measures now underway.
According to the report Ballinamore Nursing Unit, which provides residential care for 20 adults, was deemed substantially compliant in Regulation 17: Premises, but inspectors raised significant concerns around fire-safety arrangements and management oversight. According to the report, the unit’s fire-risk assessment required updating, evacuation pathways needed review, and controls around the designated assembly point were insufficient to guarantee a clear route in the event of an emergency.
During the inspection, HIQA also observed daily life within the unit, noting positive elements such as residents enjoying organised activities, hand massages, and regular interactions with a small resident dog — a popular companion. Photographs celebrating residents’ milestones added to what inspectors described as a personalised and homely atmosphere.
In response to the findings, the HSE said all issues identified have been reviewed and a programme of remedial works and management improvements is now in progress. Storage arrangements have been restructured to ensure appropriate and safe use of space.
The fire-risk assessment has been updated, and fire-safety works — including the refurbishment of a twin bedroom — have commenced, with completion expected in Quarter 2 of 2026. The Registered Provider, Person in Charge and HSE Fire Officer have confirmed that revised evacuation-path widths allow for the safe movement of beds during an emergency. Additional controls have also been introduced at the designated assembly point, with yellow boxes installed at two parking bays to prevent vehicles blocking evacuation routes.
