3,830 people are in receipt of the Winter Fuel Allowance in Co Leitrim.
Donegal has the third highest number of winter fuel allowance recipients in the country with 22,000 registered, only Cork and Dublin having higher figures.
There are 6,406 people in receipt of the allowance in Sligo.
The figures were released this week by Energy Action ahead of its annual conference which will take place at Croke Park on October 6.
Jane Barry from the organisation said the figures for the North West show a high prevalence of fuel poverty. Although the weather is unusually mild for this time of year, families, and the elderly must start thinking about the expected harsh winter months ahead and how they will heat their homes.
