Raw sewage in Carrick housing estate “not acceptable”

Serious problem with the sewerage blocking up on a regular basis, says councillor.

Cllr Sean McGowan called on relevant departments of Roads, Water Services and Uisce Éireann to immediately carry out repairs to the sewerage line serving the Paddocks Estate in Carrick-on-Shannon saying there was a serious problem with the sewerage blocking up on a regular basis.
Both Cllr McGowan and Cllr Paddy Farrell had similar motions in raising concerns about the damaged sewer pipes in the public roadway of the estate at the latest meeting of Carrick-on-Shannon MD.
Cllr Farrell said it is “understood a CCTV survey of the pipes was reported to Leitrim county Council some years ago and to date no action has been taken. It is incumbent on Leitrim County Council to compel Uisce Éireann to carry out reconstruction of the damaged pipes as a matter of urgency.”
Cllr McGowan said he was contacted by residents from the Paddocks Estate about the issue and said parents were very concerned “where raw sewage, on a number of occasions, has come out of the manholes onto the street with children running around the place; it's not acceptable and I would ask that immediate steps are taken to rectify this.”
Cllr Farrell also stated that it was “unacceptable that sewage can be allowed to flow across the road when young children are playing. The whole Hartley situation out there, if we tie it all in together, is diabolical at this stage; no funding has come to address the situation and no one is being held accountable. Proper sewerage systems should have been installed there in the beginning,” he said.
Cllr Enda Stenson supported the comments with Cllr Des Guckian asking if Uisce Éireann or the developer will be held accountable.
A report by Economic Development section of the local authority said that the foul sewer network at the Paddocks Housing Development in Carrick-on-Shannon is with Uisce Éireann's asset planning sewer network rehabilitation programme and until such time that the required rehabilitation works are planned, Uisce Éireann will continue to jet the foul sewer network on a weekly/fortnightly basis as required.
Cllr Farrell said that they were “in there every week flushing it out and you'd imagine it would be cheaper to do the job.”
Justin Fannon, Acting Director of Services, Leitrim County Council, said that at the first sign of an incident, “residents can contact the call centre and they can come out.”
Cllr McGowan said it wasn't an “appropriate answer from Uisce Éireann especially with young children playing about the estate.”
Cllr Stenson asked if the district could contact Uisce Éireann outlining the councillors' concerns.
