Leitrim’s Bayview Designated Centre found fully compliant by HIQA, with inspectors highlighting safe care, respected residents’ rights and a bright, welcoming home.

Leitrim disability service receives glowing report from HIQA

The report of an inspection carried out by the Health Information and Quality Authority (HIQA) of a residential service in Leitrim found the service to be “good quality and safe,” having met the required standards in all areas of inspection.

The report, published on January 23, followed an inspection of Bayview Designated Centre for disabilities in Leitrim, which took place on October 14, 2025.

Bayview provides a full-time residential service for four residents over 18 years of age who have an intellectual disability.

Bayview consists of a spacious ground-floor bungalow, with each resident having their own bedroom, two of which are en-suite, along with two communal sitting rooms.

Care is provided by a dedicated team of staff, including nurses and healthcare assistants, with waking night support also in place.

The inspector found that at Bayview, human rights-based care and support were embedded in the culture of the centre and residents’ rights were respected. 

Staff in the centre were consistently employed, familiar with the needs of residents, and had access to a programme of mandatory training.

Regulations inspected by the HIQA inspector included persons in charge; staffing; training and staff development; governance and management; notification of incidents; complaints procedure; quality and safety; risk management procedures; individual assessment and personal plan; health care; positive behavioural support; protection; and residents’ rights.

Bayview was found to be compliant with all 12 of the regulations inspected. The inspector noted that, “the house was clean, warm and bright. It was nicely decorated and there was a welcoming and homely atmosphere.”

The inspector also had the opportunity to meet with one resident who was unwell that day and resting in their bed.

When asked, they agreed to have a chat and the inspector sat with them for a while. “Their room was brightly lit, warm and cosy and while feeling unwell, the resident appeared comfortable in their bed,” the inspector found.
